Nested static class, used for initializing ta-lib.

It uses a lazy initialization:

• It Init() ta-lib when TALibAPI is created, i.e. a first Stock call Stock::ComputeTA
• It Shutdown() ta-lib When no more TAlibAPI object, i.e. Stock refer to it.
